About the role

  • HR executive leading labour relations, workforce planning, and core HR programs. Supporting BCER, British Columbia’s energy regulator, through organizational change and employee lifecycle initiatives.

Responsibilities

  • Work with the Executive Director, Workplace/Employee Experience, to develop and implement cohesive programs supporting the employee lifecycle
  • Lead planning and execution of HR programs aligned with legislation, corporate policies, organizational goals, best practices, and collective agreements
  • Lead labour relations activities, including union negotiations and issues management
  • Plan recruitment strategies aligned with corporate goals and the BCER Workforce Plan
  • Provide senior leadership to geographically dispersed HR professionals and foster a collaborative, high-performing HR culture
  • Oversee core HR functions including labour relations, recruitment and retention, performance management, job evaluation, payroll, and benefits administration
  • Develop and implement HR policies, procedures, standards, service standards, and compliance practices
  • Implement organizational design initiatives supporting evolving business needs, service delivery, and talent strategies
  • Manage the unit's budget and oversee contracts and agreements
  • Lead or contribute to cross-functional projects and initiatives

Requirements

  • Degree from a recognized post-secondary institution in Human Resources, Organizational Development, Psychology, Law, Business, or Public Administration
  • Ten years of directly related experience
  • Equivalent combination of education, training and experience may be considered
  • Senior experience managing HR functions in a unionized environment, including labour relations and application of collective agreements
  • Experience providing HR expertise and guidance to leadership
  • Experience working within a public sector, regulatory, legislative, and policy-oriented environment
  • Experience leading and mentoring multidisciplinary teams and managing staff development
  • Experience managing budgets, agreements, and contracts
  • Experience developing and implementing HR strategies, policies, and programs supporting organizational goals and workforce planning
  • Experience in project management and leading organizational change
  • Experience fostering collaboration and driving continuous improvement across diverse teams
  • Strong interpersonal, facilitation, and relationship-building skills
  • Experience with collective bargaining preferred
  • Master's degree and Chartered Professional in Human Resources (CPHR) designation considered an asset
