About the role

  • Senior Financial Analyst supporting the City of Hamilton’s accounting operations, consolidated reporting and tax compliance. Developing financial models, funding scenarios and strategic advice for municipal decision-making.

Responsibilities

  • Provide financial analysis, scenario analysis and strategic advice for management and monitoring of Accounting Services operations
  • Develop comprehensive funding scenarios regarding service performance and financial sustainability
  • Support decision-making within the Financial Portfolio
  • Support and oversee preparation of complex annual financial statements for the City’s consolidated operations, pension funds and Trust funds
  • Oversee compliance with statutory financial reporting, Harmonized Sales Tax and other commodity tax requirements
  • Support oversight of service contract agreements, bank reconciliations, account analysis, expenditure and revenue analysis, financial transactions, monthly management reporting and financial reporting controls
  • Evaluate, research and recommend accounting standards and provincial and federal government policies
  • Support financial system implementations, upgrades and enhancements
  • Evaluate accounting functions against internal and external benchmarks and recommend improvements
  • Design, recommend and potentially implement accounting strategies to improve performance, effectiveness and efficiency
  • Provide technical guidance and advice to user department staff on legislation, bylaws, policies and procedures
  • Coordinate preparation and completion of annual consolidated financial statements, pension fund and trust statements
  • Coordinate preparation and completion of the year-end Financial Information Return to the Ministry of Municipal Affairs
  • Provide support for statutory reporting queries involving Harmonized Sales Tax and other commodity taxes
  • Analyze balance sheet accounts to support adherence to municipal accounting policies and ensure accurate, appropriate account balances
  • Support Statistics Canada survey filings
  • Support development, negotiation and management of applicable agreements and timely performance reporting
  • Develop and deliver presentations to staff, management and council members
  • Lead project implementation teams when required
  • Respond to issues and queries from Council, corporate management and the public
  • Provide direction and training to other staff as required
  • Perform other duties directly related to the position

Requirements

  • Post-secondary education in a professional discipline pertinent to the job functions
  • University degree in Business Administration, Commerce or Economics and/or a recognized professional accounting designation such as CPA or CFA, or an equivalent combination of education and related work experience
  • Advanced knowledge of fiscal strategies, finance and budgets
  • Strong knowledge of GAAP and technical pronouncements
  • Strong knowledge and experience in financial analysis and scenario analysis
  • Proven track record in financial modeling
  • Working experience of municipal financial reporting
  • Working experience of Harmonized Sales Tax and other commodity taxes
  • Thorough knowledge of statutes, regulations and by-laws affecting the department/section
  • Current and detailed understanding of the policy environment and government operations
  • Ability to contribute meaningfully to strategic and business planning processes
  • Ability to maintain confidentiality
  • Highly developed analytical, technical, organizational and problem-solving skills
  • Ability to conceptualize problems, build complex computer models and recommend appropriate policy solutions/responses
  • Effective facilitation, communication, presentation, interpersonal and organizational skills
  • Strong written communication skills and ability to present complex financial concepts to non-financial audiences
  • Demonstrated ability to effectively manage projects and policy portfolios in a results-oriented environment and predominantly unionized environment
  • Experience implementing or integrating computer systems considered an asset
  • Excellent knowledge of computer software applications
  • Working knowledge of Word, Excel, PowerPoint, Outlook, PeopleSoft, CaseWare, or equivalent financial reporting systems and software
  • Work in accordance with applicable Health and Safety legislation and City policies and procedures
