HR Business Advisor supporting NAV CANADA’s Ottawa workforce through HR programs, coaching, investigations, and labour relations. Hybrid role partnering with managers and unions.
Responsibilities
Provide guidance and advice on the administration, interpretation, and application of human resources policies, procedures, processes, and compliance
Work with People Managers across the National Capital Region on Organizational Effectiveness, Talent Acquisition & Organization Health, Total Rewards, Labour Relations, and HR Operations
Assist the National Capital Region in meeting strategic goals through enhancement of HR programs and practices and implementation of new programs and procedures
Participate in corporate and regional projects and initiatives affecting organizational policies and change
Work with local Managers to provide coaching and implement NAV CANADA programs
Support the HR Business Partner in applying corporate policies and practices consistently
Interpret policies, programs, practices, and complex collective agreements related to organizational restructures and staffing
Participate in complaint-stage discussions with employees and union partners
Research and recommend actions for employee-relations investigations and resolutions
Conduct research and analysis on HR programs, projects, processes, and practices
Participate in HR and cross-functional teams and projects
Partner with Centres of Excellence to support regional learning and development needs
Interpret employment legislation and support compliance with the Canada Labour Code, Human Rights Act, Employment Equity Act, Privacy Act, and related legislation
Maintain internal and external networks and benchmark HR trends, standards, practices, legislation, guidelines, and programs
Participate in external networking events, associations, and career fairs to promote the NAV CANADA brand
Requirements
Bachelor’s degree or equivalent in Human Resource or a related field, or professional Human Resources certification
3 to 5 years experience in a similar role
Experience in performing investigations and report writing
Experience in a unionized environment
Thorough understanding of HR best practices and strategic programs
Thorough understanding of Labour Relations and legislated requirements
HR systems experience, such as Workday
Experienced MS Office User (Word, Excel, Sharepoint, One Note)
Ability to establish and maintain effective working relationships
Ability to apply HR knowledge / experience across all HR policies, programs, processes, and functions
Strong HR analytical skills
Demonstrated internal consulting and advisory capability
Proven ability to exercise sound judgement and discretion
Ability to coach employees and managers through difficult situations
Occasional travel required
