About the role

  • Manager leading Norfolk County’s municipal applications, data warehousing, compliance, vendors, and IT projects. Supervising staff and ensuring reliable systems supporting critical municipal services.

Responsibilities

  • Lead the design, support, and evaluation of municipal information systems, including financial, customer relations, resource planning, social services, property, and asset systems
  • Manage data warehousing, including retention, classification, and analytics
  • Manage project work plans and adapt them to changing needs
  • Supervise staff responsible for municipal information systems
  • Evaluate and report on municipal systems performance, identify improvement opportunities, and refine targets for future releases
  • Manage information systems projects, including costs, quality, time, and risk
  • Manage contracted information systems work provided by outside agencies
  • Manage PCI compliance, PIPEDA, and privacy audits
  • Assist in developing information technology policies and procedures
  • Provide backup support for all information technology functions
  • Promote effective and appropriate use of information technology
  • Provide progress reports at meetings
  • Keep current on technology changes and innovations
  • Participate in a rotating on-call schedule to provide after-hours support for critical systems and services
  • Perform other duties as assigned

Requirements

  • Three (3) or four (4) year University degree or Community College Diploma in computer science or technology studies, or equivalent
  • Additional courses and certifications as changing technology requires
  • Over five (5) years of experience to be familiar with scope of position, or equivalent previous experience
  • Two years of experience in project management and/or supervising staff
  • Valid Ontario driver’s license and access to a reliable vehicle
  • Computer expertise in support of Microsoft SQL environments
  • Computer expertise in support of Microsoft Server environments
  • Computer expertise in application support
  • Computer expertise in support of application programming interfaces (API)
