About the role

  • CPA Associate supporting the City of Toronto’s municipal accounting, financial planning, and internal audit through a 30-month CPA rotational program. Preparing financial analyses, budgets, forecasts, and risk-based audits.

Responsibilities

  • Participate in rotational assignments across Accounting Services, Financial Planning, and optionally Internal Audit
  • Research, interpret, and apply new or revised Public Sector Accounting Standards to complex accounting transactions and consolidated financial statements
  • Analyze complex accounting matters and recommend appropriate accounting treatments
  • Support development and review of corporate accounting policies and financial reporting practices
  • Contribute to annual financial statements, reporting requirements, and consolidation of relevant entities
  • Prepare and evaluate financial statement accounts, note disclosures, and ratios
  • Prepare ad hoc financial analyses, staff reports, and presentations for executives, Committees, and Council
  • Investigate fluctuations in financial results and general ledger balances and recommend corrective actions
  • Develop corporate budget systems and reporting tools
  • Assess budget assumptions, revenue projections, expenditure forecasts, staffing plans, and economic assumptions
  • Prepare corporate and divisional capital and operating budget estimates and submissions
  • Perform multi-year forecasting, scenario analysis, and sensitivity analysis
  • Support fiscally sustainable solutions involving cost containment, cost recovery, and revenue maximization
  • Analyze operating and capital budget costs, revenues, resources, and business cases
  • Validate cash flow forecasts and monitor the City's cash availability
  • Review budget impacts on program and agency service delivery and performance measures
  • Assist with planning and execution of risk-based audits
  • Conduct interviews, process walkthroughs, control testing, document reviews, data analysis, and site visits
  • Perform financial, operational, compliance, and performance reviews
  • Assess internal control effectiveness and recommend improvements
  • Prepare audit working papers, reports, executive summaries, and presentations
  • Present audit observations and recommendations and support corrective action discussions

Requirements

  • Post-secondary undergraduate degree meeting the qualifications for enrollment into the new CPA Professional Program, with eligibility to begin at minimum the Foundational Development module
  • Admission to the CPA Professional Program and in good standing with CPA Ontario
  • Post-secondary transcripts may need to be provided upon request
  • Experience leading and participating in extracurricular activities
  • Experience conducting research, data analysis, and summarizing findings for various audiences
  • Excellent time and project management skills to complete multiple projects concurrently and meet deadlines
  • Ability to apply critical thinking, professional skepticism, and sound judgement when analyzing financial information, evaluating assumptions, and developing recommendations
  • Strong investigative skills to identify and evaluate inconsistencies, emerging risks, and unusual trends
  • Excellent presentation skills for clear, concise, audience-appropriate reports, presentations, and briefing materials
  • Ability to work effectively as a team member and build collaborative relationships with staff, senior management, and stakeholders
  • Proficient computer skills using Word, Excel, PowerPoint, SAP, and other software packages
  • Effective decision-making, conflict resolution, and problem-solving skills
  • Results-oriented approach and strong customer service orientation
