About the role

  • Regional Procurement Business Partner advancing sourcing, contracting and supplier performance for Arcadis’s sustainable engineering and consultancy projects in Canada. Leading Canadian procurement policy, risk and commercial delivery.

Responsibilities

  • Lead Canadian implementation and localization of Arcadis Global Procurement Policy, procedures and governance requirements
  • Implement and localize the project procurement delivery model for Canadian pursuits and projects from pursuit through closeout
  • Translate global procurement procedures into Canadian guidance and workflows
  • Implement and localize contracting frameworks and develop Canadian legal framework agreements and supporting templates
  • Implement preferred supplier and subcontractor strategies and processes in Canada
  • Develop and deliver Canadian procurement training and practical guidance
  • Clarify roles and handoffs among project teams, Procurement, Legal, Finance, Tax, Treasury, Health & Safety, Accounts Payable and supplier due diligence
  • Provide procurement input into opportunity shaping, bid assessment, pricing, subcontracting strategy, supplier-market capability, Indigenous and social procurement, logistics, lead times, commercial risk and project staffing
  • Estimate procurement resource requirements and billable hours for proposals and project budgets
  • Convert pursuit commitments and client requirements into executable project procurement plans after award
  • Develop and lead project sourcing and subcontracting strategies
  • Manage end-to-end RFx, supplier qualification, bid leveling, evaluation, negotiation, award and contract or purchase order formation
  • Lead commercial negotiations and ensure flow-down of client requirements into supplier and subcontractor agreements
  • Manage contract lifecycle activities including work authorizations, amendments, variations, claims support, renewals, closeout and records
  • Coordinate supplier status reporting and expediting resources for long-lead equipment, materials and critical services
  • Analyze Canadian direct spend and identify sourcing and commercial improvement opportunities
  • Partner with Category Managers to implement category strategies, procurement frameworks and preferred supplier arrangements
  • Provide Canadian project and supplier-market insight across professional services, laboratories and testing, drilling, waste and remediation, equipment rental, utility locating, construction and trades
  • Establish strategic supplier relationships and supplier segmentation
  • Monitor supplier performance against cost, schedule, quality, safety, ESG and service requirements
  • Identify, assess and manage supply chain, contractual, commercial and delivery risk
  • Ensure compliance with global procurement policy, Canadian legal requirements, delegated authority, supplier qualification, ESG screening, procurement systems and project or client requirements
  • Partner with Canada Legal on provincial prompt-payment, holdback, lien, language and contract-template requirements
  • Escalate and resolve high-risk, non-compliant or commercially significant procurement activities and supplier exceptions
  • Act as primary procurement interface for Canadian sector, pursuit, project and commercial stakeholders
  • Build relationships and influence sourcing decisions with sector executives, commercial operations, account and pursuit leaders, project managers, technical leaders and enabling functions
  • Collaborate with the Regional Procurement Director on Canadian sourcing priorities, governance, efficiencies, resourcing and forward planning
  • Coordinate regional and global procurement resources and support future integration of a Canada-based buyer
  • Integrate sustainability, Supplier Code of Conduct, Indigenous participation, social value and supplier diversity into pursuit and sourcing strategies

Requirements

  • Minimum 10 years of relevant project procurement, sourcing, subcontracting or commercial experience in engineering, infrastructure, transportation, water, environmental, buildings, construction or design-build environments
  • Extensive direct and project procurement experience
  • Experience supporting pursuits and complex multidisciplinary projects
  • Experience implementing and localizing global procurement policies, operating models, procedures, templates and governance
  • Experience implementing and localizing framework agreements, preferred supplier, subcontractor, contract-document control and records-retention requirements
  • Strong expertise in professional services, subconsultancy and construction subcontract procurement
  • Knowledge of supplier qualification, RFx, bid evaluation, commercial negotiation, award and supplier performance management
  • Strong commercial acumen and knowledge of prime-contract flow-downs, liability, indemnity, insurance, warranties, pricing mechanisms, payment terms, change management, claims support and closeout
  • Experience implementing category strategies and procurement frameworks in Canada
  • Experience designing and delivering procurement training and practical guidance
  • Experience managing supplier performance throughout the project lifecycle
  • Strong understanding of Canadian procurement governance and provincial contracting considerations
  • Knowledge of supplier qualification, ESG, Health & Safety and supply chain risk management
  • Excellent stakeholder management and influencing skills
  • Strong analytical capability, including spend analysis, supplier concentration, cost modeling, value measurement and procurement reporting
  • Proficiency with ERP, e-sourcing and analytics tools, including Oracle and Power BI or comparable platforms
  • Degree-level education in Procurement, Supply Chain Management, Business Administration, Commercial Management, Engineering, Construction Management or another relevant discipline, or equivalent practical experience
  • Fluent English required
  • French capability is an asset for supporting Quebec stakeholders and requirements
  • Professional procurement or supply chain certification preferred, such as CIPS, SCMP or equivalent
