About the role

  • CBC/Radio-Canada modernization director leading enterprise change governance and workforce transformation. Building organizational capability, executive alignment, and sustainable adoption across Canada’s public broadcaster.

Responsibilities

  • Establish, stand up, and govern the Enterprise Change Council
  • Define the Council’s charter, objectives, membership, and operating cadence
  • Lead enterprise change portfolio reviews and identify change collision risks, sequencing conflicts, and organizational saturation points
  • Drive strategic decision-making and prioritization to balance modernization velocity with employee absorbency and operational stability
  • Formulate and execute change management and organizational transformation strategies
  • Assess cultural and operational impacts of modernization initiatives and create tailored intervention plans
  • Standardize and embed enterprise-wide change management methodologies
  • Co-design organizational change readiness and cultural pulse frameworks
  • Build relationships with business leaders and partners to drive workforce modernization buy-in
  • Coach leadership teams on their roles as visible sponsors of change
  • Develop and execute strategic communication plans throughout transformation lifecycles
  • Oversee integrated training programs for new skills, competencies, and mindsets
  • Align talent programs, organizational development initiatives, and learning systems
  • Support teams and individuals through complex structural transitions
  • Integrate change management actions into People & Culture workforce initiatives and program lifecycles
  • Monitor progress and proactively address change fatigue and institutional resistance using data-driven approaches
  • Promote alignment between organizational culture, workforce behavior, and long-term strategic objectives
  • Lead ad hoc strategic initiatives supporting CBC/Radio-Canada’s strategic pillars

Requirements

  • Bachelor’s Degree in Organizational Development, Human Resources, Business Administration, or a related field (required)
  • Advanced certification in Change Management (e.g. Prosci, ACMP, or equivalent)
  • 8+ years of progressive leadership experience in change management, organizational development, talent management, or related fields
  • Proven success leading enterprise-wide modernization or human resources transformation initiatives within complex, cross-functional, and matrixed environments
  • Direct, proven experience establishing, standing up, or operating an executive-level governance body or steering committee
  • Deep mastery of change management frameworks, portfolio governance, and workforce transformation methodologies
  • Exceptional facilitation, communication, and emotional intelligence
  • Strong project management discipline, including mapping portfolio-level change saturation and embedding agile frameworks into organizational shifts
  • Analytical and strategic mindset capable of turning workforce data and engagement metrics into actionable insights
  • Experience with collaboration and project management tools, e.g. Google Suite (Gmail, Drive, Docs, Slides, Sheets, Meet)
  • Bilingualism (English/French) is required
  • Occasional travel may be required
