Responsibilities
Under the authority of the Director of Engineering, Infrastructure and Climate Change Adaptation
Provide municipalities with support services for preparing funding applications and developing projects related to climate change adaptation and mitigation, risk prevention and management, energy efficiency, and development opportunities across various sectors
Support RCMs and municipalities in the development of Climate Plans
Produce greenhouse gas (GHG) inventories and emission reduction plans
Conduct climatic hazard risk analyses
Develop climate change adaptation plans
Provide technical support and consulting services on climate change
Identify financial assistance programs and manage follow-up on applications
Plan training and information activities related to the climate transition (mitigation and adaptation) aimed at municipal stakeholders
Prepare tender documents and subsequent contracts for professional services related to climate transition and environmental projects
Carry out necessary studies or coordinate consultants and organizations responsible for assessing the potential and viability of decarbonization, electrification, energy-saving, or climate risk protection projects
Conduct preliminary studies and provide technical advice on environmental aspects of municipal projects
Prepare environmental authorization applications: (article 22 of the Environmental Quality Act (LQE), article 128.7 of the LCMVF, Department of Fisheries and Oceans (MPO), water domain, etc.)
Assist the Director and the team on various environment- and climate-related projects
Organize and facilitate training sessions, workshops and information sessions for elected officials and municipal managers
Perform any other related tasks as requested by the Director.
Requirements
Bachelor's degree in civil engineering, or an engineering degree with relevant training and/or skills in the field of climate change
Minimum of five (5) years of relevant experience related to climate change adaptation or mitigation, or in a similar role
Membership in the Ordre des ingénieurs du Québec (an asset)
Excellent knowledge of environmental and climate-related regulations and standards
Knowledge of best practices in contract management, project management, procurement and tendering processes, and financial assistance programs for infrastructure work
Construction site safety training (ASP construction, an asset)
Proficiency with the Microsoft Office suite and strong Excel skills
Excellent organizational and prioritization skills; highly adaptable
Strong communication skills and ability to explain technical concepts to non-expert audiences
High analytical and synthesis skills
Proactive in problem solving, results-oriented and customer-service focused
Attention to detail, thoroughness and rigour
Comfortable communicating both orally and in writing, and able to work effectively in a team
Professional and respectful in workplace relations, demonstrating collaboration and active listening
