About the role

  • Licensing Administrator processing licences, payments and public inquiries for the City of Hamilton. Reviewing applications, maintaining records and supporting legal and by-law enforcement proceedings.

Responsibilities

  • Report to the Supervisor of Licensing Administration
  • Provide information and assistance to the public regarding provincial and municipal legislation and interpretation of Licensing Section by-laws
  • Maintain and build client relationships through customer service
  • Receive, process and review new and renewal licence applications
  • Issue licences by verifying eligibility, dates, fees, required documentation and signatures
  • Approve or deny licences in accordance with Licensing Section by-laws and make recommendations to the Supervisor
  • Update and maintain the records management system for licences
  • Compile data, generate statistical reports and document public, elected-official and departmental complaints
  • Complete administrative work related to Licensing Section by-law schedules
  • Operate front-facing customer counters and phone-queue services
  • Perform cashier functions, collect payments, operate POS equipment, balance receipts and reconcile cash distributions
  • Prepare bank-deposit documentation
  • Provide testimony in court proceedings based on application-process accuracy and details
  • Answer licensing inquiries from the public, staff, agencies, municipalities and departments
  • Communicate with customers by telephone, email, letters and in person
  • Examine documents and conduct internal investigations to assess authenticity and validity
  • Correspond with local Police, the Ontario Provincial Police and the Alcohol and Gaming Commission of Ontario regarding theft, fraud and by-law non-compliance complaints
  • Provide court administration and prepare Tribunal reports and legal documents
  • Provide information to authorized requesters in accordance with the Freedom of Information and Privacy Protection Act
  • Perform other assigned duties

Requirements

  • Proven knowledge of legal and business office practices and procedures, including legal administration and customer service concepts, acquired through an equivalent combination of education and relevant work-related experience
  • Working knowledge of related Provincial Legislation, including Alcohol and Gaming Commission of Ontario regulations and statutes, the Municipal Act, and City of Hamilton Licensing Section By-Laws
  • Previous experience working in a legal or enforcement office environment
  • Proficiency in a computerized environment
  • Strong working knowledge of Microsoft Office software (Word, Excel, Outlook and PowerPoint) and database software
  • Proficiency in data entry with a high level of speed and accuracy
  • Knowledge of case management systems used for municipal licensing and permitting is an asset
  • Ability to analyze and interpret statistical and financial information
  • Ability to verify and compare data from a variety of sources to properly assess applications and reports
  • Previous cash handling experience and financial reconciliation
  • Pleasant, courteous manner and ability to deal with contentious situations
  • Discretion, judgement, diplomacy and confidentiality while working with the public
  • Exceptional attention to accuracy and detail
  • Ability to multi-task and work in a fast-paced, high-volume public environment
  • Exceptional verbal and written communication, interpersonal and organizational skills
  • Ability to assess priorities and work independently and in a team environment
  • Compliance with applicable Health and Safety legislation and City of Hamilton policies and procedures
