About the role
- Project Manager delivering Hamilton’s ravine, waterway, and stormwater infrastructure rehabilitation projects. Managing consultants, contractors, budgets, schedules, and regulatory-compliant construction.
Responsibilities
- Manage and administer capital rehabilitation projects involving ravines, waterways, and related infrastructure
- Direct consultants and guide technical staff
- Manage reconstruction of open waterway corridors to improve hydraulic performance, provide erosion protection, and establish long-term ravine slope stability
- Coordinate rehabilitation of stormwater facility outfalls, road embankments, sewer crossings, and retaining walls
- Manage other above-ground and/or subsurface infrastructure projects as required
- Ensure assigned work conforms to plans, specifications, codes, legislative requirements, City standards, and policies
- Deliver large-scale capital construction projects in accordance with City and Provincial standards with minimal public disruption
- Provide construction management and ensure compliance with legislative requirements
- Ensure projects comply with City, Provincial, and Federal regulations and guidelines
- Develop project documents, including Project Charters and Terms of Reference
- Coordinate design and construction activities, utility work, and outside agencies
- Monitor schedules, budgets, spending authority, and recommend budget adjustments
- Manage contractor performance, appraisals, and contract reviews
- Provide construction management services and technical assistance to Construction Section and corporate staff
- Develop and deliver timely, cost-effective quality services using best practices
- Provide technical direction to construction and consultant staff
- Implement efficiency strategies, procedures, and public-relations practices
- Represent the City with governmental agencies, community groups, businesses, regulatory organizations, contractors, and the public
Requirements
- Extensive progressive work experience, preference for a minimum of ten years
- Degree in civil engineering, or advanced diploma in an accredited Civil Engineering Technology course, or equivalent education and work-related experience
- Knowledge of civil engineering and construction theories and practices
- Knowledge of drainage and stormwater management, hydraulic performance of open channels, hydrologic and geotechnical parameters, erosion control, and embankment stabilization
- Knowledge of multidisciplinary requirements for watercourse rehabilitation, including fluvial geomorphology and aquatic habitat
- Awareness of watercourse channel rehabilitation methods, construction practices, and regulatory approval/permitting requirements
- Experience with project and asset management practices and managing large contracts and projects
- Ability to develop multidisciplinary design scopes, implement work plans and project budgets, assess consultant reports and contractor submissions
- Demonstrated leadership, technical competence, and customer focus
- Excellent analytical and organizational skills with exceptional attention to detail
- Effective communication, presentation, and facilitation skills
- Strong interpersonal skills and ability to communicate orally and in writing
- Ability to deal effectively with elected officials, government representatives, management, staff, contractors, agencies, community groups, businesses, and the public
- Experience interpreting contract drawings and specifications
- Ability to create and maintain transparent and defensible records, logs, and technical reports
- Knowledge of public contracts, QA/QC methods, contract variances, and approval of work changes
- Knowledge of statutes, regulations, and by-laws affecting the department/section
- Ability and willingness to walk long distances, stand for long periods, climb to heights, and work outdoors in varying conditions
- Knowledge of construction safety requirements and occupational hazards
- Working knowledge of relevant computer software, including Microsoft Office
- Class “G” Driver’s Licence in Ontario and personal vehicle for work use; licence proof required after hire
