About the role

  • Municipal energy superintendent managing Hamilton’s corporate utilities, conservation, and facility renewal programs. Leading budgets, capital projects, renewable initiatives, and Net Zero strategy implementation.

Responsibilities

  • Lead the energy and utilities programs and lifecycle renewal projects for all corporate-wide facilities
  • Oversee Corporate Energy Conservation and Demand Management strategies
  • Manage utilities procurement, energy billing validation, and selected lifecycle replacement projects
  • Develop and execute the City's Corporate Energy Policy and monitor energy results and key performance indicators
  • Develop business cases and manage energy conservation and demand management retrofit projects
  • Manage corporate energy procurement and rate strategies for electricity, natural gas, fuel, and other energy commodities
  • Develop and maintain energy management software systems for metering, billing, verification, and invoicing
  • Develop partnerships with City departments, suppliers, government officials, agencies, consultants, and community partners
  • Develop alternative funding sources for energy conservation and demand management projects
  • Manage staff and provide support to Office of Energy Initiatives programs
  • Provide leadership and training on energy plans and strategies
  • Collaborate on the Pathway to Net Zero Strategy and emissions reduction initiatives
  • Manage capital energy renewal projects and associated consulting
  • Manage implementation of the City's District Cooling System and assist with Hamilton Renewable Power generation projects
  • Recommend services, policies, and programs and identify process improvements and cost-reduction opportunities
  • Develop and implement green and renewable energy programs and monitor emission credits
  • Manage supervisory staff and synchronize daily operations with departmental and corporate mandates
  • Participate in labour relations, collective agreement negotiations, grievance settlements, and supervisory staff appointments
  • Prepare and monitor operating and capital budgets
  • Authorize payments for external trades and companies
  • Ensure compliance with policies, regulations, procedures, and safe working practices
  • Prepare and present reports to the Director, Corporate Management Team, Council, and Committees
  • Ensure staff receive safety and technical training and comply with health and safety standards

Requirements

  • Diploma in Engineering (mechanical engineering preferable), Engineering Technology, Building Science programs, or a relevant discipline, or equivalent education and related work experience
  • Project Management Professional (PMP) designation and/or Certified Energy Manager (CEM) certification considered an asset
  • Strong understanding of building mechanical and electrical systems, including HVAC, chillers, boilers, automation systems, and energy management control systems
  • Knowledge of ASHRAE standards, energy efficiency guidelines, building codes, and occupational health and safety requirements
  • Experience developing and managing capital projects, including budgeting, procurement, contractor/vendor coordination, tender specifications, and project delivery
  • Strong communication, leadership, and stakeholder engagement skills
  • Extensive experience in corporate billing verification, utility/energy usage and energy accounting systems, natural gas renewal power systems, co-generation operations, strategic capital planning, and contract management
  • Direct managerial experience, including financial budget administration within the power/energy/electricity industry and municipal environment
  • Experience managing staff in a unionized environment
  • Knowledge and experience with Net Zero strategies
  • Experience delivering governance-level presentations, such as Board presentations or Council Committee presentations
  • Facilities Management experience, including knowledge of complete generating facility operations
  • Effective decision-making, negotiation, planning, and project management skills
  • Excellent knowledge of corporate budget processes and budget control
  • Excellent computer skills in a Windows environment using MS Office, with a focus on financial analysis and economic justification
  • Valid Class G driver's licence; proof required after hire
