Procurement Specialist supporting sourcing, bidding, negotiations, and contract management for power utility infrastructure projects in Western Canada. Collaborating with legal, finance, operations, suppliers, and project teams.
Responsibilities
Lead low- to medium-complexity procurement processes to support safe, quality, on-budget, and on-schedule project delivery
Implement project sourcing strategies and work packages using supply chain strategy analysis and public sector procurement law
Develop project contracting plans and market sounding documentation
Facilitate bidding processes, evaluations, and supplier negotiations
Perform contract management activities to ensure contractual obligations are met
Draft and manage supplier communications and contractual documentation
File and maintain correspondence and procurement records
Forecast, monitor, and report contract usage and performance
Identify issues, take timely corrective action, and communicate with stakeholders and project teams
Collaborate with legal, finance, and operations departments
Report to the Team Lead, Project Services & Procurement
Requirements
Minimum 5 years in sourcing or equivalent, preferably in a complex public sector environment
Strong knowledge of end-to-end supply management processes
Experience with competitive bidding, contract management, purchasing strategies, bid management, contract negotiation, supplier performance management, and life cycle costing
Experience in infrastructure capital project sourcing and power utility projects is an asset
Bachelor’s degree in a business-related or technical field, or equivalent
Supply Chain Management certificate, additional education, or professional designation is an asset
Project Management certificate or additional education is an asset
Detail-oriented and highly organized, with ability to manage multiple priorities in a fast-paced, high-volume environment
Strong judgment and tact when handling sensitive and confidential information
Strong organizational skills and attention to detail
Customer service skills focused on partnership and common solutions
Ability to build effective working relationships with employees, suppliers, and external partners
Advanced MS Office skills, including Word, Excel, and PowerPoint
Advanced written and spoken English skills for a professional environment
