About the role
- Program Manager leading complex transmission, substation, and distribution project portfolios for Qualus. Owning delivery, financial performance, risk, contracts, and client outcomes.
Responsibilities
- Lead execution of an assigned portfolio of projects from initiation through closeout
- Establish portfolio priorities, integrated plans, delivery strategies, milestones, and performance measures
- Coordinate Project Managers and multidisciplinary teams to manage dependencies, interfaces, constraints, and competing priorities
- Ensure projects are delivered safely, on schedule, within budget, and according to company, client, contractual, and quality requirements
- Monitor portfolio performance and direct corrective or recovery actions
- Own portfolio budgets, forecasts, revenue, margin, cash flow, and variance management
- Review and approve estimates, schedules, forecasts, change requests, and recovery plans within delegated authority
- Identify commercial risks and opportunities and implement mitigation or value-enhancement strategies
- Oversee contract administration and compliance with contractual commitments, notices, and change-control requirements
- Lead portfolio-level risk and opportunity identification, mitigation, escalation, and reporting
- Conduct portfolio reviews and sponsor project health checks
- Ensure compliance with company policies, industry standards, regulatory requirements, and client expectations
- Develop and maintain relationships with clients, sponsors, partners, and internal stakeholders
- Serve as senior delivery escalation point for portfolio issues, decisions, and client concerns
- Lead executive reviews and client meetings, reporting status, risks, financial performance, and required decisions
- Support business development, account planning, proposal strategy, and review activities
- Define portfolio resource requirements and coordinate capacity and capabilities with functional leaders
- Provide day-to-day delivery direction to assigned Project Managers
- Support coaching and performance feedback
- Resolve cross-project resource conflicts and escalate unresolved constraints
- Capture and apply lessons learned across the portfolio
- Identify opportunities to improve delivery performance, reporting, client satisfaction, and operational efficiency
- Partner with the Manager of Project Management to strengthen methods, tools, training, and governance
Requirements
- Bachelor’s or Master’s degree in Engineering, Business, Project Management, Construction Management, or a related field
- Project Management Professional (PMP) designation considered an asset
- Minimum of 15 years of engineering, project management, and/or operations experience on transmission, substation, or distribution projects
- Demonstrated leadership of complex, multidisciplinary projects or programs
- Proven success managing a portfolio of projects with accountability for scope, schedule, cost, risk, quality, contracts, and client outcomes
- Strong commercial acumen and experience with forecasting, change management, contract administration, and financial reporting
- Ability to lead through influence, coordinate multidisciplinary teams, and resolve cross-project dependencies and constraints
- Excellent client relationship, executive communication, negotiation, decision-making, and organizational skills
- Ability to analyze complex problems, evaluate alternatives, and implement actions supporting portfolio scope, schedule, cost, safety, and quality objectives
