About the role

  • Housing innovation advisor leading policy, programs, and strategic projects for Peel Region’s housing and homelessness system. Managing stakeholders, performance, research, and staff leadership.

Responsibilities

  • Manage the development and execution of long-term planning for prioritized housing and homelessness challenges and opportunities
  • Lead the development, implementation, and evaluation of strategic initiatives, projects, and programs
  • Manage multiple concurrent projects and initiatives by establishing priorities, monitoring progress, coordinating resources, and ensuring alignment with objectives
  • Develop and oversee project plans, milestones, deliverables, and performance measures
  • Identify, mitigate, and escalate risks related to scope, budget, timelines, and outcomes
  • Collaborate with internal divisions, corporate partners, external agencies, and community stakeholders
  • Influence operational and strategic planning activities to support housing service goals and community outcomes
  • Lead research, environmental scans, data analysis, and evidence-based assessments
  • Design, evaluate, and recommend innovative policies, programs, service models, and strategies
  • Provide expert advice and leadership in program design, policy development, performance measurement, and evidence-informed decision-making
  • Develop and implement frameworks, processes, standards, tools, and best practices
  • Lead cross-functional, cross-divisional, and multi-stakeholder teams
  • Build organizational capacity through awareness, knowledge sharing, and adoption of evidence-informed practices
  • Monitor legislative, policy, and sector developments affecting housing priorities
  • Contribute to advocacy initiatives and policy positions
  • Establish and maintain relationships with government partners, community organizations, industry representatives, innovation partners, and stakeholders
  • Represent Housing Services on policy, program development, planning, intergovernmental, committee, task force, and special project initiatives
  • Prepare and present reports, briefing notes, position papers, business cases, presentations, and recommendations
  • Provide status updates, performance reporting, and strategic advice to senior management and stakeholders
  • Supervise, coach, mentor, and evaluate assigned staff, including recruitment, performance management, professional development, work assignment, and engagement
  • Maintain current knowledge of leading practices, research, innovations, and emerging trends

Requirements

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station; third-party background checks will not be accepted
  • Post-secondary education in Human Services, Political Studies, Public Policy, or a related field
  • Minimum 5 years of experience in housing policy, program development, planning, or strategy
  • Strong knowledge of housing legislation, policies, and programs, including the Housing Services Act, Residential Tenancies Act, and Ontario's community housing framework
  • Experience developing and implementing strategies, plans, programs, and initiatives
  • Proven experience leading complex projects and programs involving multiple stakeholders, using project management and process improvement methodologies
  • Minimum 3 years of leadership and/or supervisory experience, including coaching, mentoring, and supporting staff performance and development
  • Knowledge of public policy development, policy analysis, and evidence-informed decision-making practices
  • Experience using research, data analysis, performance measurement, needs assessments, and legislation to evaluate issues and develop solutions
  • Experience establishing performance measures, monitoring outcomes, and recommending improvements
  • Knowledge of innovation and service design methodologies such as Design Thinking, Human-Centred Design, Systems Thinking, Experience Design, and Futures Planning
  • Ability to provide expert advice and recommendations to senior leaders, elected officials, government representatives, and community stakeholders
  • Exceptional communication, presentation, facilitation, and public engagement skills
  • Strong relationship-building, collaboration, negotiation, and conflict-resolution skills
  • Highly developed political awareness, judgment, and diplomacy
  • Excellent organizational and time-management skills
  • Ability to work independently and collaboratively
  • Commitment to continuous learning, innovation, change management, and continuous improvement
  • Proficiency in Microsoft Office applications
  • Off-site work location must be within the province of Ontario
  • Experience in public consultation, stakeholder engagement, and facilitation is an asset
