Senior Project Manager, Water and Wastewater Engineering – Condition Assessment and Rehabilitation

About the role
- Senior project manager leading complex water and wastewater condition assessment and rehabilitation projects for Peel Region. Managing budgets, procurement, engineering reviews, contractors and regulatory approvals.
Responsibilities
- Manage various large complex capital projects involving condition assessment and rehabilitation of water transmission mains, trunk sewers, forcemains and associated appurtenances
- Manage selection and procurement for major equipment and assess new technologies
- Prepare and tender requests for proposals, including defining scopes of work and terms of reference
- Lead value engineering assignments and peer reviews to ensure constructability and value
- Control project budgets and schedules, including monitoring and reporting
- Liaise with Regional departments, divisions and sections, Regional Councillors, external agencies, municipalities and the public
- Negotiate and secure approvals from environmental agencies including CVC, TRCA, MNR, NEC, DFO and MECP
- Negotiate project scope changes and related extras to minimize financial risk while maintaining quality and schedule
- Lead project teams resourced with full-time on-site consultants
- Direct and manage staff administering contracts
- Provide budget estimates and project scheduling for infrastructure requirements in the Capital Budget and forecasted Master Plan
- Work with manufacturers and operations staff to determine future operational cost impacts
- Ensure capital projects minimize risk to existing infrastructure and treatment processes
- Lead development of CPMM documents and ensure projects are monitored and completed using this methodology
- Identify and initiate new business requirements to improve practices and assess infrastructure needs
- Maintain education on emerging technologies and changing regulations
Requirements
- A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted)
- Undergraduate Degree in Civil Engineering or related field plus a minimum of 5 years of direct work experience assessing, planning, designing and/or completing municipal infrastructure projects including trunksewers, and large diameter water transmission mains; A combination of education and experience will be considered
- P.Eng or CET designation considered an asset
- Management skills to coordinate multiple budgets, vendors and contractors
- Solid understanding of water and wastewater systems with experience in SCADA, Electrical, Mechanical and Civil Engineering related to major water/wastewater infrastructure considered an asset
- Proficiency in MS Office and ability to utilize project management software
- Thorough knowledge of design practices, standards, codes and industry related legislation
