About the role

  • Senior Policy Analyst improving Nova Scotia health navigation and virtual care policy. Leading research, legislation, consultations, and implementation across the provincial health system.

Responsibilities

  • Develop, implement, and manage large projects from strategic planning and policy development through implementation and monitoring
  • Lead identified division functions, such as research and policy
  • Develop and evaluate policy options and related background material
  • Lead aspects of the legislative process, including preparing submissions to Executive Council
  • Prepare reports, briefing books, and responses relating to health services navigation, virtual care, and related health system issues in Nova Scotia
  • Lead and/or participate in working groups on specific policy issues
  • Coordinate interest holder consultations and other public meetings within a team
  • Prepare briefing notes and correspondence for senior departmental staff
  • Provide subject matter expertise and advisory services on Health Services Navigation and virtual care
  • Work with senior department staff on major policy, research, and procedural matters
  • Work directly with provincial and inter-governmental health care interest holders
  • Represent the department on inter-departmental initiatives

Requirements

  • Bachelor's degree in a health-related field plus 6 years of progressive experience in a related health care field, or an acceptable equivalent of training and experience
  • Progressive policy analyst experience, including conducting, leading, and/or participating in research and analysis projects
  • Experience participating in development of service-specific policy or program frameworks
  • Experience preparing business cases and briefing materials
  • Ability to prepare and present complex research analyses, detailed policy frameworks, speeches, briefing papers, and other products
  • Knowledge of policy and research tools, performance management methodologies, and metrics
  • Excellent writing and communication skills
  • Experience monitoring and developing program policies and programs
  • Experience understanding data and trends to make recommendations for policy or program changes and improvements
  • Program evaluation training and/or experience
  • Project management and facilitation skills
  • Experience in project planning and leadership on health policy development projects
  • Strong leadership and relationship management skills
  • Proven ability to build collaborative working relationships with internal colleagues and external partners
  • Active listening and ability to communicate clearly
  • Strong independent judgment and initiative
  • Ability to manage and conduct complex and specialized research and policy analysis
  • Ability to manage change and competing priorities and undertake high-level work under tight deadlines
  • Ability to exercise sound judgment under pressure
  • Ability to work cohesively in a team environment
  • Ability to undertake complex assignments without supervision
  • Successful completion of applicable background checks and credential confirmation
