Responsibilities
Lead one of three units: Business Intelligence and Analysis; Strategic Planning, Research and Engagement; or Business Process and Projects Office
Provide strategic leadership and expert advice to advance evidence-informed decision-making, organizational performance, service improvement and strategic priorities
Lead development of dashboards, reports, visualizations, performance metrics and data products
Conduct technical, statistical and analytical reviews of Ontario Works caseloads, demographics, service demand and utilization
Lead evaluations and high-impact projects using data and business intelligence
Translate complex data and analysis into accessible insights and build divisional data literacy
Lead strategic planning, policy, research, evaluation, reporting and stakeholder engagement activities
Prepare and critically review reports, staff reports, briefing materials and analysis for City Council, the Province and senior leadership
Establish and lead a business process and projects centre of expertise
Support Social Assistance Management System processes, tools, knowledge mobilization, issue resolution and training
Lead complex initiatives using project management and business analysis methodologies
Conduct business process reviews and co-design service and process solutions
Build relationships with City divisions, governments, academic institutions, community organizations and external partners
Report to the Director, Strategic Program Management
Requirements
Considerable experience leading strategic and operational initiatives in a complex public-sector, social services or related environment
Considerable experience managing projects from inception to completion and delivery while balancing diverse stakeholder interests
Considerable experience in business intelligence and data analytics; policy development, strategic planning and performance measurement; research and evaluation; stakeholder engagement; business process improvement; project management; or service modernization
Considerable experience leading, developing and supporting diverse teams, managing performance and supporting staff through change
Experience building and maintaining partnerships across organizational boundaries, including City divisions, orders of government and external stakeholders
Highly developed interpersonal and communication skills
Ability to translate complex information, research, data or operational issues into clear recommendations, plans and actions
Strong ability to effect positive conflict resolution
Ability to integrate equity, diversity and inclusion principles
Ability to lead change and build organizational capacity
Excellent analytical, problem-solving, decision-making and organizational skills
Comprehensive knowledge of highly legislated public-sector environments, collective agreements and employment-related legislation
Ability to ensure system integrity, accountability and security, including risk management, audit processes and compliance requirements
