Referee Development Manager leading Volleyball BC’s provincial officiating pathway. Overseeing referee programs, certification systems, events, partnerships, and continuous improvement across British Columbia.
Responsibilities
Lead the development, implementation, and ongoing review of Volleyball BC’s Referee Development Plan
Provide technical direction for the provincial referee pathway, including recruitment, education, development, progression, and retention
Develop referee educators, evaluators, mentors, and other technical leaders
Establish consistent referee development standards and practices across British Columbia
Oversee referee-related systems, initiatives, and allocation of referees to Volleyball BC events
Administer referee programs, systems, registration, records, certifications, eligibility, participation, and progression data
Maintain reporting and data for program evaluation and organizational decision-making
Support annual referee program budgets and resource alignment
Contribute to Volleyball BC competitions and referee development initiatives
Ensure alignment with Volleyball BC policies, procedures, and Safe Sport requirements
Act as the primary staff resource for the referee community and support referee governance structures
Collaborate with staff, regional referee representatives, national partners, clubs, referees, and partner organizations
Communicate with interest holders to promote collaboration, transparency, and engagement
Requirements
Knowledge of volleyball officiating, referee pathways, and provincial and national officiating frameworks
Ability to develop, implement, and evaluate programs, initiatives, and long-term plans
Excellent organizational, project management, and administrative skills
Strong leadership and relationship-building skills
Ability to analyze program data and support evidence-informed planning and decision-making
Experience managing information systems, reporting, and program data
Commitment to Safe Sport principles, inclusion, and continuous improvement
Post-secondary education in Sport Administration, Education, Recreation, Business, or a related field, or an equivalent combination of education and experience
Minimum of three to five years’ experience in sport development, officiating, program administration, or a related leadership role
Experience leading volunteers, committees, or technical leaders within a sport or recreation environment
Experience within a provincial or national sport organization is considered an asset
Valid Class 5 Driver’s License issued in British Columbia required
Clear Criminal Record Check required
Current or former volleyball referee certification required
Access to a personal vehicle required
Ability to travel throughout British Columbia
Occasional travel within Canada may be required
