About the role

Responsibilities

  • Support the drafting of project documents, including statements of needs and other required documentation
  • Analyze project requests and assess their alignment with Santé Québec's strategic directions
  • Assist requestors in formulating their needs
  • Draft and review project presentation documents
  • Support teams in producing, optimizing and ensuring the compliance of legal and regulatory documentation
  • Collaborate with stakeholders to collect and validate information required for projects
  • Manage the administrative tracking of files and support project submission or acceptance procedures
  • Participate in applying regulations and implementing standards and targets
  • Propose approaches and tools that simplify processes and are customer-oriented
  • Contribute to the continuous improvement of project request management processes
  • Plan, prepare and facilitate meetings related to project management
  • Track approvals and authorizations and identify optimization opportunities
  • Advise requestors, maintain proactive communication with client departments and promote process transparency

Requirements

  • Hold a bachelor's degree in information technology, business administration, management, or a related field
  • At least 15 years of experience in information technology
  • At least 5 years of experience within the last 10 years as an IT business analyst, preferably in the health or social services sector
  • Knowledge of regulatory frameworks and issues related to the Quebec health and social services network (RSSS) considered an asset
  • Mobilizing leadership and a strong commitment to continuous improvement
  • Excellent communication, writing, analytical and organizational skills
  • Ability to work in multidisciplinary teams and manage multiple files or mandates simultaneously
  • Ability to navigate ambiguity and provide informed recommendations
  • Ability to assess client needs and adapt services to organizational constraints
  • Ability to analyze digital needs related to projects, including request management systems, project management platforms, or specialized health network tools
  • Comfortable with complex digital environments and understanding of information management and security principles
  • Agile and product management certification considered an asset
  • PMP (Project Management Professional) certification from PMI considered an asset
