About the role

Responsibilities

  • Support stakeholders in understanding obligations under the LGGRI, completing PGRI steps, and obtaining intervention authorizations
  • Advise stakeholders on the application of processes
  • Lead activities related to scheduling, reconciliation of amounts, project health reporting, project reviews, and revisions to costs, schedules and scope, as well as the benefits realization plan
  • Produce analyses, monitoring documents, opinions, recommendations and summaries as required
  • Prepare supporting documentation and other materials related to the PGRI
  • Track and follow up on various files
  • Ensure the quality of information entered in SIGRI
  • Liaise with client managers to clarify their requests
  • Analyze and evaluate information resources interventions according to the Client's methodology
  • Assess the feasibility and alignment of interventions with the PGRI and governance priorities
  • Verify compliance with legal, regulatory and administrative frameworks, notably enterprise architecture, data management, hardware, software and system maintenance
  • Evaluate risks, success factors, cost estimates, financing arrangements and the use of human resources
  • Prepare and present opinions and recommendations to coordinators, supervisors and intervention leads
  • Advise and support decision-making bodies

Requirements

  • Hold a bachelor's degree in Information Technology, Business Administration, Management or a related field
  • Have at least fifteen (15) years of experience in Information Technology
  • Have at least five (5) years of experience, acquired within the last ten (10) years, in a portfolio manager role
  • Fluency in French, both spoken and written
  • Strong experience in writing, analysis and problem-solving
  • Experience collaborating with multidisciplinary teams in multi-team or multi-partner environments
  • Knowledge of the LGGRI and its obligations applicable to information resources
  • Good understanding of governance, authorization, monitoring and accountability mechanisms
  • Experience in information resources governance, project management or analysis
  • Ability to analyze, interpret and apply legal, regulatory, administrative or methodological frameworks
  • Ability to produce high-quality advisories, recommendations, summaries, supporting documentation and administrative follow-ups
  • Professional rigor and judgment to ensure the quality, compliance and traceability of information
  • Excellent written and verbal communication skills
  • Ability to manage multiple priorities simultaneously in a complex, multi-team and multi-partner environment
  • Proficiency in Microsoft Office; experience with SIGRI is considered an asset
  • Certifications such as PMP, CAPM, PRINCE2, Scrum, SAFe, PMI-ACP or relevant Microsoft certifications are considered assets
