About the role

Responsibilities

  • Define and recommend procurement strategies for AI, automation, and technology innovation solutions
  • Lead and manage complex end-to-end IT procurement processes
  • Act as a senior advisor to business and technology teams
  • Draft and structure requests for proposals, contracts, recommendations, and other procurement documents
  • Analyze business needs and contribute to defining business, functional, technical, operational, and governance requirements
  • Establish evaluation processes and organize selection committees
  • Analyze and compare vendor bids
  • Lead or participate in contract negotiations
  • Make recommendations regarding vendor selection and contract awards
  • Assess, identify, and mitigate contractual, commercial, regulatory, technological, and data-related risks
  • Ensure acquisitions comply with organizational and regulatory requirements
  • Monitor and manage contracts after award
  • Support internal teams in interpreting and applying agreements
  • Monitor the market, vendors, AI solutions, and emerging technologies
  • Support the secure and responsible adoption of new technology solutions
  • Train and advise stakeholders on procurement and contract management practices

Requirements

  • Bachelor’s degree in business administration or another relevant field
  • Minimum of 10 years of relevant experience in strategic procurement, including significant experience in information technology
  • Minimum of 5 years of experience in public procurement, particularly managing complex IT procurement files
  • Minimum of 4 years of experience with acquisitions related to AI, automation, advanced analytics, or technology innovation
  • Strong experience managing the complete procurement lifecycle: acquisition strategy, requests for proposals, document preparation, bid evaluation, vendor selection, negotiation, and contract award
  • Expertise in contract management and interpreting complex contractual clauses
  • Strong understanding of contractual considerations related to software licenses and technology goods and services
  • Experience developing procurement strategies tailored to emerging technologies and artificial intelligence
  • Knowledge of data governance and privacy issues
  • Understanding of regulatory compliance and data sovereignty issues
  • Excellent communication, negotiation, and writing skills in French and English
  • Proficiency in Microsoft Word, Excel, and PowerPoint
  • Work permit required to work in Canada, as indicated on the application form
