About the role

  • Senior data analyst leading race and social-identity data strategy for Ottawa Police Service. Producing equity analyses, dashboards, and insights to improve policing and community safety.

Responsibilities

  • Provide material support and analytic advice to senior leadership
  • Support and lead complex analysis and research projects
  • Lead development of the organization’s race and other social identity data strategy, including data collection and analysis frameworks
  • Identify analytical opportunities and recommend improvements to data analysis processes and organizational analytical capacity
  • Apply advanced analytical techniques to conduct business analysis and generate insights for tactical and strategic decisions
  • Determine data validity, construct meaningful indices, and identify data limitations
  • Establish standards and guidelines for data collection, modeling, and analysis
  • Facilitate meetings with internal and external clients to define analytical opportunities and recommend solutions
  • Document analytics needs, record requirements, provide data insights, and develop agile project plans
  • Conduct human rights and equity analyses and produce reports for senior management and the community
  • Measure initiative and program effectiveness; identify trends, emerging issues, and implications; and establish baselines
  • Build user-centred reports and dashboards using best practices
  • Present analyses and recommend data collection and analytic strategies to advance workplace and community equity
  • Expand community access to open data to increase transparency, trust, innovation, and co-design of community safety and well-being outcomes
  • Liaise with statistical agencies to ensure data-analysis standards and benchmark results
  • Manage project portfolios and lead committees and working groups from inception through implementation and continuous improvement
  • Establish stakeholder and community relationships and support a continuous improvement culture
  • Represent the Unit and Police Service as a data analytics subject-matter expert
  • Respond to information requests from agencies, partners, municipalities, vendors, and the public
  • Supervise, guide, and mentor analysts, researchers, and others on equity, inclusion, and human-rights data collection and analysis
  • Monitor legislative changes and emerging practices affecting data equity and social identity data collection or analysis
  • Research innovative practices in data collection, statistical analysis, and data visualization
  • Collaborate with the Respect Values and Inclusion Branch on data capture for research, analysis, surveys, academic partnerships, data governance, and business intelligence

Requirements

  • Successful completion of a graduate degree in Applied Statistics, Data Science, Social Sciences, Criminology, or a related discipline with a focus on equity, human rights, or social justice
  • Experience and formal training combined may substitute for stipulated education requirements
  • Minimum three (3) years' experience in data analysis, statistical and predictive modelling, applying a wide range of analytical techniques, exploratory data analysis or data mining processes
  • Minimum one (1) year experience with equity and human rights-related data collection initiatives, projects and/or strategies
  • Experience developing and implementing quantitative and qualitative research frameworks and methodologies for large-scale projects
  • Experience presenting data and interpretations to non-technical audiences using graphical representations and data visualizations
  • Experience developing KPIs and reports from concept, development, deployment, and reporting to metric ownership
  • Experience in operational research and program evaluations, including statistical analysis, forecasting trends, identifying emerging issues, and critical thinking
  • Experience with statistical and research software, ideally SPSS or R, and data visualization tools such as Power BI
  • Fluency in English in oral, reading, and writing
  • Knowledge of anti-oppression tools, methodologies, and perspectives, including research expertise related to anti-Black, anti-Indigenous, and intersectional issues concerning systemic barriers and human rights in criminal justice
  • Knowledge of the Anti-Racism Act and Anti-Racism Data Standards, Ontario Human Rights Code, Municipal Freedom of Information and Privacy Act, and Police Services Act
  • Proficiency in PostgreSQL, Microsoft SQL, Microsoft Power BI, SQL Server BI, Python, and JavaScript
  • Advanced proficiency with virtual platforms, MS Office Suite, and databases
  • Advanced project management skills related to socio-demographic data collection in a policing context
  • Ability to foresee challenges, risks, and opportunities; lead and organize projects; troubleshoot; and solve problems creatively
  • Strong political acuity to make recommendations to senior leadership, build stakeholder consensus, and resolve conflict
  • Ability to work independently and as part of a team
  • Ability to work Monday to Friday day shifts
