About the role

Responsibilities

  • Manage engineering and services subcontracts for the program
  • Define scopes, schedules, deliverables, commercial structures, governance models, and performance expectations
  • Oversee the contract lifecycle, from planning and tendering through award, execution, performance monitoring, dispute management, and closeout
  • Develop, review, issue, and evaluate RFPs, statements of work, technical appendices, commercial appendices, and contract documents
  • Negotiate and manage high-value contracts, framework agreements, amendments, change orders, and commercial agreements
  • Collaborate with Engineering, Program Management, Supply Chain, Finance, Legal, and Commercial teams
  • Monitor subcontractor performance, deliverables, schedules, costs, quality, issues, and contractual obligations
  • Improve contract management, reporting, change control, invoice validation, and document management
  • Analyze commitments, forecasts, milestones, risks, changes, invoices, and performance indicators
  • Ensure compliance with procurement policies, internal governance, delegated authorities, security requirements, and applicable standards
  • Manage contract changes, scope clarifications, change requests, change orders, claims, and impact assessments
  • Review invoices, validate milestones, track accruals, and resolve payment issues
  • Maintain an overall view of risks, issues, dependencies, and interfaces, and propose mitigation measures
  • Reporting to the Director, Project Procurement, collaborate with the Project Procurement Manager and program stakeholders

Requirements

  • Bachelor’s degree in supply chain management, business administration, engineering, law, construction management, project management, or a related field; equivalent experience will be considered
  • Minimum of 10 years of experience in subcontract management, contract management, procurement, or commercial management in complex environments involving engineering, technical services, construction, infrastructure, shipbuilding, defense, or large-scale projects
  • Master’s degree in a relevant discipline or specialized training in contract management, project management, procurement, construction law, or dispute management is an asset
  • Professional certifications such as CSCP, CPSM, SCMP, PMP, or another recognized certification in procurement, supply chain, project management, or contract management are an asset
  • Experience with ERP, contract management, document management, and reporting systems is strongly preferred; experience with Oracle is an asset
  • Strong negotiation, stakeholder management, communication, and problem-solving skills, with the ability to influence in complex, cross-functional project environments
  • Knowledge of subcontracting and contract management processes in shipbuilding, defense, the maritime sector, infrastructure, construction, energy, aerospace, or oil and gas is an asset
  • Fluency in English is required; fluency in French is preferred
  • Strong understanding of financial and commercial controls related to subcontract management
  • Willingness and ability to travel within Canada and internationally
  • Must undergo and successfully complete the security screening and clearance process required under the federal government’s Contract Security Program
