Security Manager leading Government of Canada-compliant security programs for PCL’s defence construction projects across Canada. Advising pursuits, managing clearances, audits, incident response, and security teams.
Responsibilities
Lead the development and execution of security strategies for defence-related mega pursuits and design/construction projects across Canada
Apply and oversee compliance with the Government of Canada Contract Security Program, Contract Security Manual, Security Requirements Checklists, and federal security directives
Lead personnel security clearance programs, access controls, security sponsorship, and liaison activities with government agencies
Implement and oversee physical security measures and site access control programs
Identify security risks, conduct investigations, and respond to incidents
Develop, implement, and evaluate security programs, policies, procedures, and project-specific security plans
Oversee security systems, technologies, subcontractors, guard forces, and suppliers
Partner with Canadian Buildings districts to support district and project security programs
Travel to project sites and district offices across Canada to conduct inspections, audits, and reviews
Lead security process improvements, technology adoption, win-strategy development, and specialized security planning
Develop and mentor security professionals and supervise the Defence Construction Group Security Coordinator
Collaborate with the DCG CPCSC Coordinator on auditing and emerging cybersecurity requirements
Track, analyze, and report proposal metrics; share best practices and lessons learned
Requirements
5–10 years of security experience supporting the Contract Security Program, including OLISS, Government of Canada security policies, and related security requirements; or at least 10 years of service as a Regular Force commissioned officer in the Canadian Armed Forces
College diploma or post-secondary education is preferred
Equivalent combination of education and experience may be considered
Ability to obtain and maintain a Level II (Secret) security clearance with Public Services and Procurement Canada immediately following hire
Working knowledge of Microsoft Office applications, including Excel
Strong interest in adopting new technologies to support security and project delivery
Ability to collaborate with internal and external stakeholders across multiple concurrent projects, teams, and districts
Strong problem-solving, organizational, verbal, written, and interpersonal communication skills
Willingness and ability to travel throughout Canada as required
Bilingualism in English and French is considered an asset
Construction industry experience is considered an asset
