Responsibilities
Lead, develop and oversee the Procedures & Process Management function for Financial Crime Investigations
Provide strategic leadership and subject matter expertise for FCI procedures, process documentation, job aids, user guides and governance documents
Ensure the FCI procedures inventory adheres to TDBG policies and standards
Manage annual Risk Assessment and Risk and Control Self-Assessment reviews for FCI teams
Establish and oversee document and process governance frameworks, lifecycle controls, approvals, version control, review cycles and record retention
Translate regulatory and business requirements into practical operational procedures
Provide guidance on procedure governance, process design and regulatory implementation
Lead regulatory, policy, technology and operational change implementation
Oversee procedure and process change portfolios and continuous improvement initiatives
Establish quality standards, governance routines, performance metrics and control frameworks
Advise senior leadership and resolve complex operational and governance challenges
Monitor adherence to procedures and governance requirements and manage procedural, operational and regulatory risks
Oversee risk and control assessments and provide credible challenge on process and control design
Coordinate responses for audits, regulatory examinations, testing engagements and independent reviews
Lead remediation activities arising from audits, regulatory reviews, quality findings and operational issues
Provide executive reporting, governance insights and strategic recommendations
Lead and develop an inclusive, high-performing team through talent selection, coaching, performance management, compensation decisions and succession planning
Set operating direction, service expectations, decision rights and accountabilities
Build team capability through development plans, cross-training, knowledge transfer and backup coverage
Foster collaboration across Reporting Operations, Governance, Capacity Planning and Insights
Requirements
Undergraduate degree in business, risk management, compliance, public policy, law, communications, operations or a related discipline
10+ years of progressive experience in procedure governance, process management, operational excellence, regulatory change, compliance, risk management or a related field
Demonstrated experience leading people and delivering through managers, specialists or cross-functional teams in a complex, highly regulated environment
Advanced knowledge of procedure and policy governance, process mapping and design, document lifecycle controls, change implementation, risk and control assessments, audit evidence practices and regulatory remediation
Strong ability to interpret complex regulatory, policy and business requirements and convert them into clear operational procedures and controls
Ability to exercise judgement in ambiguity, challenge constructively and influence senior stakeholders
Experience managing multiple concurrent procedure, process, regulatory and remediation deliverables with fixed deadlines, complex dependencies and broad stakeholder impacts
Financial services and FCRM/AML, compliance or operations experience is required
Demonstrated proficiency with Microsoft Word, Excel, PowerPoint, Visio or comparable process-mapping tools, and document-management or workflow platforms is required
Expected to be onsite 4 days a week
