Responsibilities
Lead the Business Improvement Area (BIA) Office in the Economic Development & Culture Division
Develop and implement plans, policies, goals, and objectives for the BIA Office
Manage, motivate, train, schedule, and evaluate unit staff in a unionized environment
Develop and administer annual budgets and control expenditures
Drive continuous improvement, change management, sector modernization, and innovation
Provide advice, conflict resolution, administrative support, and leadership to contracted and service partners
Implement a new BIA growth plan and accountability model
Ensure excellent internal and external customer service
Review and manage programs, services, grants, operating procedures, and budgets
Develop and manage requests for proposals, supplier evaluations, and contracts
Support revenue-generating programs including grants, sponsorships, and fees
Advise senior management on economic development, equity, inclusion, and operations
Manage councillor inquiries and represent the Division with Councillors, City staff, external organizations, committees, and Council
Advocate for BIA issues and consult with City Divisions, agencies, boards, and partners
Develop strategies supporting main streets, local economic development, BIA sustainability, and member services
Facilitate the creation of new BIAs, including feasibility reporting, statutory polling, and by-law preparation
Negotiate funding partnerships with the private sector and other governments
Monitor and report on BIA program results and the economic state and positioning of Toronto businesses and clusters
Identify small-business and BIA-sector trends and contribute to related policies and programs
Monitor government policy, program, and regulatory changes and ensure compliance
Prepare reports for City Council and Committees
Represent the City at local, national, and international economic development conferences and events
Requirements
Post-secondary education in a professional discipline pertinent to the job function (e.g. Business, Economic Development, etc.) combined with relevant management experience, or an equivalent combination of education and experience
Extensive experience working with Business Improvement Areas, community organizations or non-profit organizations
Considerable experience leading, motivating, and building effective, diverse work teams
Experience leading in a unionized environment is considered an asset
Extensive experience working with senior management, community organizations, and political staff to build strategic alliances and navigate complex political landscapes
Considerable experience planning, developing, and implementing business improvement initiatives
Considerable experience managing budgets and cashflow
Considerable experience applying change management principles and practices to lead organizational transformation and service improvement initiatives
Political acumen, strategic judgement, and strong communication skills
Strong problem solving, negotiation, and conflict resolution skills
Fundamental knowledge of municipal government responsibilities, services, issues, and legislation
Ability to work well under pressure and deliver projects within precise constraints
Effective decision making and sound judgement handling labour and public relations
Accountability, adaptability, and customer service orientation skills
Knowledge of legislation and public policy shaping investment decisions, business operations, and community economic development
Familiarity with occupational health and safety legislation
Economic Development Certification would be an asset
