About the role

  • Prevailing wage and apprenticeship compliance manager supporting Nordex’s onshore wind projects. Ensuring IRA, labor-law, contractor, payroll, and apprenticeship compliance.

Responsibilities

  • Identify and determine prevailing wages for each job role under federally mandated standards
  • Monitor labor contractors to enforce prevailing wage compliance and facilitate accurate wage payments
  • Audit contractor payroll data submitted to the PWA Agent
  • Ensure onshore wind projects meet IRA apprenticeship participation and minimum-hour thresholds
  • Track contractor and subcontractor adherence to apprenticeship labor ratios
  • Collaborate with contractors and apprenticeship providers to resolve compliance gaps
  • Collect, analyze, and manage prevailing wage and apprenticeship compliance data
  • Prepare and submit compliance reports to internal and external stakeholders
  • Maintain records for audits and compliance inspections
  • Collect, review, and retain subcontractor compliance documentation
  • Partner with project managers, contractors, and legal advisors on compliance requirements
  • Liaise between Nordex, PWA Agents, and labor providers
  • Provide contractors with training and resources on wage and apprenticeship compliance
  • Align job classifications with wage determinations or submit them for Department of Labor review
  • Support sales with IRA-related cost projections during early project development
  • Liaise with regulatory bodies and legal counsel to resolve compliance issues and inquiries
  • Perform other assigned responsibilities

Requirements

  • Bachelor's degree in Business, Human Resources, Project Management, or related field
  • Minimum 5 years of relevant experience in labor compliance, prevailing wage enforcement, or apprenticeship program management
  • Strong knowledge of prevailing wage laws and standards, including Davis-Bacon Act, Inflation Reduction Act provisions, wage determinations, certified payroll, and documentation requirements
  • In-depth understanding of the Davis-Bacon Act, IRA regulations, and other pertinent labor laws
  • Familiarity with prevailing wage administration and compliance measures
  • Ability to analyze complex regulations and develop actionable compliance strategies
  • Excellent organizational, communication, and interpersonal capabilities
  • Proficiency in data management tools and reporting software
  • Background in renewable energy or construction sectors is a significant advantage
  • Understanding of labor union practices and apprenticeship standards
  • Ability to successfully complete Canadian pre-employment screening requirements
  • Must be able to work in Canada without company sponsorship
  • Ability to obtain a passport to travel to the US for orientation and training
  • Fluency in English and French is mandatory
  • Must possess a full valid driver's license and be insurable under the company's auto insurance policy
  • Must pass a pre-employment background check and drug screening
  • Strong understanding of and commitment to safety protocols and procedures
  • Ability to comply with safety regulations and company policies
  • Ability to identify and mitigate safety hazards
  • Ability to use applicable safety equipment, including eye protection, hearing protectors, steel-toe boots, and hard hats
  • Ability to communicate safety and job-related information fluently in English
  • PMP certification is a plus
  • Spanish and/or German is a plus
