Building Inspector reviewing permits and conducting site inspections for Norfolk County’s municipal building and by-law services. Enforcing Ontario codes, zoning rules, and construction compliance.
Responsibilities
Interpret and administer zoning by-laws, the Ontario Building Code Act and regulations, and applicable provincial or municipal by-laws
Examine permit applications, building plans, reports and specifications for legislative compliance
Notify applicants of required changes and issue or reject building, demolition, plumbing and septic permits
Provide comments on private septic system approvals
Conduct mandatory and pertinent on-site inspections of buildings under construction
Document inspection findings and interpret technical data, test results and reports
Issue compliance letters, documents and orders, including Orders to Comply, Unsafe Building Orders and Orders Not to Cover
Ensure issuance of Stop Work Orders, Orders Prohibiting Occupancy and Orders to Uncover through the Chief Building Official
Prepare zoning verification, building compliance and work order search letters
Respond to zoning, construction and legislative inquiries from the public and provide technical advice
Enter permit, inspection and order data into the Building Department permit management system and compile statistical reports
Act as Provincial Offences Officer and appear and testify in court when necessary
Calculate and receive permit fees and payments
Accept written Freedom of Information and Protection of Privacy Act requests
Work with the Zoning Administrator and perform other assigned duties
Requirements
Three year community college program in civil engineering technology, construction engineering technology, architectural technology or related discipline
Obtain Membership in Ontario Building Officials Association
Certification or being in the process of achieving CBCO is considered an asset
Building Inspector I: over one and up to and including two years related experience, or equivalent previous experience
Building Inspector II: over four years current related experience
Building Inspector III: over four years current related experience
Provincial qualification in “General Legal” and applicable inspection classes for the relevant level
Willingness to pursue required qualifications and pass all exams within 6 months of hire where requirements are not met
Knowledge of the Ontario Building Code and regulations
Valid Ontario driver’s license and access to a reliable vehicle
Computer expertise in Microsoft Office and department-specific software
Basic understanding of the Occupational Health and Safety Act and safe work practices
Successful applicants must provide a current Criminal Record Check, including Vulnerable Sector screening where required, and verification of education
