About the role

  • Coordinate payroll system operations, ensure compliance, and lead temporary teams. Manage payroll processing, tax remittances, and year-end reporting.

Responsibilities

  • Provide direction, coordination, scheduling, and oversight to Pay Services, HR, and Finance staff on payroll system operations and related processes. Balance payroll system runs with analytical capacity while ensuring accuracy, compliance, and operational readiness. Assign analysts to execute payroll processing activities including regular payroll runs, pension related payments, tax remittances, and year-end T4/T4A processing while also performing these activities as required. Lead temporary teams as assigned by management and provide training, scheduling guidance, and procedural instructions to payroll staff. Ensure payroll systems are updated and prepared for year-end changes, tax updates, and legislative requirements. Ensure compliance with payroll legislation, collective agreements, and statutory obligations including ROEs, T4s, garnishments, and third-party remittances. Organize and execute payroll system testing, requirements validation, and production readiness activities. Represent Payroll Services in communications with internal departments, auditors, unions, and external agencies including government bodies. Manage bulk payroll uploads such as pay adjustments, bonuses, tax updates, and incentive programs. Monitor payroll production and provide real-time support during critical processing cycles and system issues. Prepare payroll reports, journal entries, reconciliations, and variance analyses while ensuring accuracy and compliance. Investigate payroll discrepancies and support audits through detailed analysis and documentation.

Requirements

  • Requires knowledge of accounting principles, payroll systems, taxation rules, and government regulations related to compensation and benefits administration. Requires strong written and verbal communication skills to prepare reports, procedures, and stakeholder communications. Requires a four-year university degree or equivalent education in a related discipline. Requires minimum 2 years of payroll operations experience including full cycle payroll processing, year-end reporting, reconciliations, statutory deductions, and payroll analytics. Experience supporting payroll system implementation, testing, data validation, and post go-live support is required. Strong analytical skills with ability to identify discrepancies, investigate root causes, and recommend solutions. PCP (Payroll Compliance Practitioner) designation is required. PLP (Payroll Leadership Professional) is considered an asset.
