About the role

  • Proposal Lead directing complex bids and pursuit strategy for Spark Power, a North American electrical, utility, and renewable energy services provider. Coordinating cross-functional teams, governance, compliance, and AI-enabled proposal processes.

Responsibilities

  • Direct the end-to-end proposal development process for RFPs, RFQs, and other competitive procurement opportunities
  • Evaluate solicitation documents and develop pursuit strategies aligned with customer requirements, organizational capabilities, and differentiators
  • Establish proposal schedules, compliance plans, content strategies, and submission timelines for multiple concurrent pursuits
  • Lead proposal kick-off meetings and coordinate cross-functional teams including Operations, Engineering, Safety, Finance, Legal, and Business Development
  • Manage proposal content development and guide, review, and direct contributors
  • Oversee final proposal production and submission activities through public and private procurement platforms
  • Ensure proposal submissions meet corporate branding, quality, compliance, and approval standards
  • Champion proposal procedures and Opportunity Governance, including Go/No-Go meetings, Quote Reviews, proposal quality reviews, and executive approvals
  • Train, coach, and mentor proposal team members
  • Analyze win/loss outcomes and customer feedback to improve future pursuit strategies and submissions
  • Monitor industry trends, customer requirements, and procurement practices
  • Serve as subject matter expert for proposal content libraries, templates, and knowledge management resources within SharePoint, Teams, and other business systems
  • Champion standardization and process improvement initiatives
  • Support evaluation, adoption, and continuous improvement of AI-enabled tools and workflows
  • Contribute to responsible AI practices focused on accuracy, confidentiality, quality control, and governance
  • Develop and maintain tools, processes, and reporting for proposal performance, pipeline, workload, and resource visibility
  • Oversee customer prequalification submissions and contractor qualification requirements across North America
  • Ensure timely completion of compliance documentation and organizational certifications required for bid eligibility
  • Manage tender opportunity intake, including monitoring shared inboxes, evaluating opportunities, and coordinating internal pursuit assignments
  • Partner with operational and business development leaders to identify, prioritize, and pursue strategic growth opportunities

Requirements

  • 7+ years of progressive experience in proposal management, business development support, or pursuit management within construction, engineering, utilities, infrastructure, or professional services
  • Demonstrated success leading complex, high-value proposal submissions and managing multiple concurrent pursuits
  • Demonstrated ability to build strong internal relationships and identify and engage the appropriate technical, operational, and corporate resources to support pursuit teams
  • Strong leadership and project management skills, with the ability to influence and coordinate diverse stakeholder groups
  • Exceptional writing, editing, and communication skills
  • Advanced proficiency in Microsoft Word
  • Strong understanding of proposal development best practices
  • Experience with public procurement and tendering platforms such as MERX, Bonfire, Bids&Tenders, Ariba and similar systems
  • Advanced proficiency in Microsoft Office Suite, SharePoint, Teams, Adobe Acrobat, and Visio
  • Ability to create professionally formatted proposal deliverables including tables and organization charts
  • Strong analytical, organizational, and problem-solving capabilities with exceptional attention to detail
  • Ability to work effectively in a fast-paced environment while managing competing priorities and deadlines
  • Post-secondary diploma or degree in Business, Marketing, Communications or a related technical field
  • Experience within the utility, energy, renewable energy, electrical infrastructure, or industrial services sectors
  • Professional certification in proposal management or project management (APMP, PMP, or equivalent)
  • Experience using and integrating AI-enabled tools within a proposal, pursuit, business development, or similar environment
  • Experience contributing to the implementation, adoption, or development of AI-supported proposal processes and best practices is considered a strong asset
  • Experience with Adobe Creative Suite, including InDesign; graphics experience is an asset
  • Experience with CRM systems, business development processes, and strategic pursuit planning
