Responsibilities
Oversee the Child Care Subsidy, Out of School Care Subsidy, and Extended Hours Subsidy programs
Provide guidance, direction, and advice to Child Care Subsidy Assessors and Administrative Support staff
Ensure benefits are delivered according to program policies and procedures in a timely, accurate, and respectful manner
Lead teambuilding, recruitment, orientation, training, professional development, and ongoing staff supervision
Establish unit and individual objectives
Monitor assessor work, interpret policies and procedures, implement new procedures, and provide feedback
Track program trends, issues, precedents, procedures, and service delivery gaps
Engage with committees to resolve policy issues and regional or provincial concerns; provide program input to the Manager
Review written applicant appeals and make second-level appeal decisions
Lead case conferences with the Manager on complex or contentious cases
Contribute to continuous development of the Child Care Subsidy program and technical information database
Develop and maintain networks with government agencies, childcare operators, and community partners
Promote program philosophies, policies, and procedures through community and stakeholder speaking engagements
Respond to applicant issues, community calls, MLA office requests, Minister’s Office inquiries, Auditor General inquiries, and other stakeholder requests
Analyze financial statements, income tax returns, and investment income statements to determine subsidy eligibility
Requirements
1-year related certificate
2 years of related experience
Directly related education or experience may be considered through the stated one-to-one equivalency
Comprehensive knowledge of childcare subsidy programs, policies, and regulatory requirements
Extensive knowledge of childcare subsidy programs, services, and supports
Strong understanding of operational processes and procedures
In-depth knowledge of Assessor and Administrative Support functions
General knowledge of related government programs, services, and legislation
Knowledge of childcare provider agreements and regulatory requirements
Advanced knowledge of financial analysis, accounting, and tax documentation
Extensive knowledge of ECDS/CCIS systems
Proficiency in Microsoft Word, Excel and Outlook
Awareness of social barriers, human behaviour, family dynamics, and wellness issues
Interviewing, communication, presentation, and public speaking abilities
Sound decision-making with a high degree of accuracy
Ability to complete an academic check and Level 2 enhanced security screening
Ability to complete a soft credit check
Criminal records check completed within the last six months accepted
