About the role

  • Senior manager leading Green Municipal Fund funding programs for Canada’s municipalities. Overseeing teams, negotiations, funding performance, client service and sustainable development initiatives.

Responsibilities

  • Provide functional and strategic leadership, planning and management for assigned direct funding offers of the Green Municipal Fund
  • Ensure strategic development, systems oversight, organizational communications, due diligence, process controls and alignment with corporate priorities
  • Lead the unit’s work to align funding products and processes with client needs
  • Lead internal and external brokering of agreements and support transformative municipal sustainability opportunities
  • Lead funding and outreach staff, including goal-setting, direct management, recruitment, employee development, coaching, performance improvement planning, terminations and evaluations
  • Develop and manage innovative funding programs that meet GMF funding-agreement compliance requirements and business objectives
  • Oversee strategy and annual plan development with Program Directors
  • Monitor funding approval targets, withdrawal rates, disbursement metrics and other key metrics
  • Facilitate key business and legal decisions involving agreement templates and negotiations
  • Oversee quarterly and annual reporting for funding initiatives
  • Monitor funding performance and ensure annual and long-term targets are met
  • Establish objectives aligned with GMF Objectives and Key Results and foster a performance culture
  • Identify bottlenecks and redundant client-service steps and propose Lean-aligned improvements
  • Participate in after-action reviews and process huddles
  • Oversee funding delivery and communications to underserved communities consistent with Reconciliation, anti-racism, equity and inclusion principles
  • Coordinate outreach events with CFS, Programs, and Marketing and Communications
  • Monitor pipeline subscriptions, regional balances and outreach-resource deployment
  • Capture and report client feedback, identify trends and patterns, and drive continuous improvement

Requirements

  • University degree in Business Administration, Finance, Engineering or Environmental Sciences, or related field
  • Minimum of 10 years of progressive experience in funding programs or project management
  • Minimum of 4 years of experience leading professional teams of staff
  • Demonstrated knowledge and experience in project funding
  • Strong knowledge and experience in the financial and legal aspects of contract negotiation
  • Experience applying Lean or Six Sigma principles to streamline service delivery, reduce waste, and improve client experience
  • Strong people leadership skills, including influencing, coaching, challenging, motivating, delegation, monitoring and follow-up
  • Proven track record of negotiating complex deals
  • Good understanding of emerging environmental solutions relevant to the municipal sector
  • Strong knowledge of public policy, priorities, trends and delivery mechanisms related to sustainable development and the environment, with emphasis at the municipal level
  • Strong client service orientation
  • Exceptional leadership and initiating skills
  • Exceptional strategic/conceptual skills
  • Excellent interpersonal skills, including negotiation, conflict resolution and influencing
  • Excellent judgment and decision-making skills
  • Excellent verbal and written communication skills, including group presentations
  • Ability to work in both official languages (English and French) is an asset
  • Must live within 80kms of downtown Ottawa
  • Must be authorized to work in Canada
