Responsibilities
Lead and direct assigned staff and trainees
Establish and maintain Traffic Agent competency standards, including practical skill assessment and field evaluation
Plan, develop, and deliver operational training and retraining programs
Deliver classroom, e-learning, field-exercise, and practical-assessment training
Evaluate training effectiveness through observations, assessments, surveys, focus groups, and data analysis
Conduct field observations and operational audits at active intersections
Conduct remedial and corrective training and determine return-to-duty readiness
Maintain auditable training and competency records in the City’s learning management system
Assist with needs assessments, identify performance gaps, determine root causes, and recommend improvements
Develop procedures, workflows, and program standards with operational and policy staff
Participate in recruitment, selection, onboarding, and readiness evaluation of Traffic Agents
Support uniform, personal protective equipment, and operational equipment readiness
Coordinate with internal divisions, Toronto Police Service stakeholders, and external partners
Prepare reports, briefings, and correspondence and represent Transportation Services at meetings
Administer assigned budgets, manage vendors, and control expenditures
Work operational shifts as required to support program continuity
Requirements
Post-secondary education in Justice Studies, Adult Education, and/or eLearning, or an equivalent combination of education and/or relevant experience
Experience planning, supervising, and directing staff work, including leading workgroups, motivating teams, and monitoring and evaluating performance
Considerable experience in customer-service and public-facing environments
Experience identifying training needs and designing, developing, implementing, and evaluating diverse training programs using instructional design methodologies and adult education principles
Experience applying legislation and regulatory standards to operational procedures, staff direction, and training content
Current valid Ontario Class “G” Driver’s License, ability to obtain a City driver’s permit, and a personal vehicle for business use
Ability to travel to various locations in the City
Proficiency with learning management systems, training technologies, and auditable training documentation
Sound judgement and ability to make operational decisions in dynamic environments
Strong interpersonal, communication, facilitation, and conflict resolution skills
Strong financial management skills
Ability to work shifts and stand for long periods in live traffic and various weather conditions
In-depth knowledge of the Highway Traffic Act, Municipal By-Law Enforcement Act, Provincial Offences Act, and Provincial Court Operations
Familiarity with the Occupational Health & Safety Act, Human Rights Code, and Accessibility for Ontarians with Disabilities Act
Excellent written and verbal communication skills
Ability to use Microsoft Word and Excel for documentation and database management
Must be at least 18 years old
Must be a Canadian citizen or permanent resident of Canada
Must be of good character
Must provide proof of educational requirements under Community Safety & Policing Act 92(g)
Must meet written, physical, interview, screening, background-check, and fitness requirements for Traffic Agent Special Constable appointment
Must be able to obtain and maintain Special Constable Status
Must complete and pass Special Constable Training, Ontario Police College testing, First Aid, mandatory training, and required in-field training and competency assessments
