About the role

  • Program Controls Manager managing complex infrastructure programs at Stantec. Ensuring project delivery through cost, schedule, and reporting oversight.

Responsibilities

  • Develop and implement program/project controls standards, procedures, and reporting tools
  • Monitor project cost and schedule performance, including baselines, forecasting, and variance analysis
  • Lead planning and scheduling activities (Primavera P6 or similar systems)
  • Establish and maintain WBS/CBS structures, dashboards, and performance metrics
  • Prepare reports, presentations, and KPIs for program leadership and clients
  • Identify risks/issues and implement corrective actions with project teams
  • Oversee change management, document control, and QA/QC processes
  • Lead and mentor project controls team members
  • Support Earned Value Management (EVM), accruals, and cost forecasting
  • Collaborate with clients, subcontractors, and internal teams to ensure program success

Requirements

  • Strong expertise in project controls (cost, schedule, reporting, and process development)
  • Proven ability to manage and support large, multi-project programs
  • Experience building and maintaining project budgets, schedules, and performance metrics
  • Strong communication and stakeholder management skills
  • Ability to identify risks and drive proactive solutions
  • Experience with project delivery methods (Design-Bid-Build, Design-Build, CMAR, etc.)
  • Proficiency with project controls systems and tools (e.g., Primavera P6, PMIS)
  • Demonstrated leadership, collaboration, and mentorship capabilities
  • Bachelor’s degree in Engineering, Construction Management, Environmental Studies, or related field (or equivalent experience)
  • Minimum 10 years of experience in program/project controls, preferably in infrastructure or utilities
  • Experience with WBS, scheduling, cost estimating, budgeting, and document control systems
  • Certifications such as PMP or related (PgMP, PMI-SP, CCM, PE, etc.) preferred
  • Municipal/public sector experience considered an asset
